With reference to your letter of the 17th instant enclosing a copy of a letter from the Government Marine Surveyor to Messrs. Marty & Co. on the subject of the certificates of the Master and Officers of the S.S. "Hanoi", I am directed to enquire whether you can kindly lend me, or furnish me with a copy of the convention between France and England to which you refer.
